Server Mode API : Description from MRD
The following feature will be exposed via API3 1.1:

RFID_AcceptConnection - API to accept LLRP connection request from a reader running in server mode . It returns the user with a readerHandle by which he can perform all the LLRP operations exposed by API 3 1.1 .
architecture is built up on the framework developed for API3 1.0.Few initializations in LLRPFW class and GenericReader class for Connect and Reconnect APIs ,which came in handy for server mode API ,have been moved to new routines.Rest of the architecture is essentially the same.

Vist the Communications->LLRP page on webconsole to give a reader initiated connection

Try connecting through RFID_AcceptConnection instead of RFID_Connect in your testing.But incase of temporary disconnection remember RFID_Reconnect will not help your cause
