Resolution / Answer

Overview:

By default the application com.android.settings is disabled in Enterprise Home Screen (EHS) in user mode. Read More>>
EHS disables the Settings App (com.android.settings) for User mode and enables back when switching to Admin mode.

EHS v2.8 - support for all KitKat (Android 4.4.2) devices has been terminated
EHS v2.7 - only Lollipop and higher devices are supported.
EHS v2.6 - last version that supports Android KitKat devices.

Solution:

Method 1:

1. Switch to Admin mode
2. Open Preferences
3. Under Disable any application

4. Unselect 'com.android.settings'

5. Tap OK to save
6. Exit Preferences
7. Switch back to User Mode

Method 2:

Modify the enterprisehomescreen.xml to include the following settings under preferences section:

<preferences>

<apps_enabled>
      <application package="com.android.settings"/>
</apps_enabled>

</preferences>
