How to use StageNow to bypass Google Welcome Wizard on a device that has a Google account set?

From the factory default state on a Google GMS Operating system, the Google Welcome Wizard runs on the device. At this state, to enroll into MDM such as Soti, StageNow has a barcode that can be scanned to bypass the wizard and open the StageNow client on the device. The StageNow client enables the scanner to be able to scan the StageNow MDM enrollment barcode that the user creates with StageNow. If the user enters the Google account information on the device (logs into Google via Chrome or PlayStore) when scanning the bypass barcode, the process does not bypass the wizard. Users cannot bypass entering the Google log in info.
Cause of Issue:
Users cannot wipe out Google information on a device by doing a factory reset or enterprise reset using files or StageNow. The trusted method to wipe out Google information on a device is going through Device > Settings > Backup & Reset > Enterprise reset. If the user uses any other method of doing an Enterprise Reset through settings, Google considers the reset as piracy and does not wipe out the Google account information. Users will not be able to complete the Google Welcome Wizard without reentering the Google account information that was previously entered.
The only way the user can remove the Google log in information from a device is by opening the Settings > Backup & Reset > Enterprise Reset before performing a Factory Reset or Enterprise Reset by any other method (zip files from Zebra Support Site or StageNow barcode). If Google log in information is not known, the only way to resolve the issue is to send the device in for repair to have it reset.
