Resolution

Wavelink Emulation Software for MC9000 CE .NET 4.2 was not allowing the MC9060-G to go into sleep mode.  
A combination of the Wavelink software being involved in the TCP operation (Socket) and also setting an event in PmProxy driver contributed to the MC9060-G not being able to enter sleep mode.
 
Disabling the ''TCP keep Alive'' option in the Wavelink Emulation Software will solve the issue.  The ''TCP Keep Alive'' option should be disabled on the desktop prior to installing software on the MC9060-G.
  1. Open Wavelink software.
  2. Click Emulation Parameters.
  3. Navigate through EmulationàCommonàTCP Keep Alive.
  4. Right click TCP Keep Alive, click Edit and select Disabled.
  5. Install Wavelink on the MC9060-G.
